उमेदवार हा शासकीय/निमशासकीय सेवेतून सेवानिवृत्त झालेला अधिकारी असावा. विशेष अर्हता अथवा संबंधित पदाच्या कामकाजाचा किमान ३ वर्षांचा अनुभव असणे आवश्यक आहे.
